Considering Bush declared pre-emtive martial law in 8 SC/GA counties at the G-8 Summit Meeting I would anticipate another pre-emtive martial law for certain places around Nov. voting time.

Wasn't it declared during the aftermath of huricane andrew? Groups of men were running around raping and robing people afrerward and people were arming themselves to protect themselves. At one point the military kicked out the media and took over. That may have been more political than anything else. It was clear that the govt didn't want what was going on being reported. Also, didn't they declare martial law during that vetrans rebellion when they killed all of those vets with the military who had camped out in washington because they wanted their money early? it is possible. +1 on the bioterror scenario, kind of like that clancy book, "executive orders", maybe? hell, his jetliner suicide attack transpired. nothing would surprise me these days.
