a package of rice that I bought contains 2.5 cups of rice

on the back the instructions say

rice                                     water
1/2 cup                               1 cup
1 cup                                  2 cups
1 package (2 1/2 cups)          3 cups

why wouldn't 2.5 cups of rice take 5 cups of water?

pay no attention to how many cups of water needed, just make sure the water is about 3/4" to an inch
above the rice, if you are cooking the whole package [2.5 cups] you will need to use a large pot about
[4 quart size pot] because the rice will expand, when the water starts boiling turn it down and let it simmer, keep the lid on the rice, after about 11 - 15 minutes it should be done, check by using a spoon and feeling the bottom of the pot, if it feels dry that means the rice is finished, if it is still wet on the bottom it needs to steam a little longer.

This is why I don't cook rice.

Just avoid it.

I never made it, never will.

It's not a direct proportion.
