Hello, I cant seem to find an official answer; can out of state people open-carry without a CCW? Most of the sites I look at say that VA residents can carry openly and dont need a CCW but no mention of non-state residents.

Anyone know? Thanks, Mayday

State laws apply to everyone in the state regardless of their residency. Unless the law specificly requires residency he's good to go.

It's perfectly fine now... a few months ago however in Northern VA, people were freaking out upon seeing fellow armed citizens...they would call the police and cause a hassle, the police often were very poorly versed on our open carry law. However, recent events have brought the issue forward and forced the State Police and Fairfax County Police and Richmond Police to retrain officers in the law. So now, it's a not a problem... also remember that in addition to the 20 round max... threaded barrels and collapsable stocks cannot be carried openly...

Tell you friend to go to www.VCDL.org for more detail on the matter and have him print out the law and carry it with him.. in case he comes accross an officer that didn't get the memo.
