People fail to realize this isn't about "Concealed Carry Permits"... it's more about having to obtain a special permit to even purchase a handgun - NYS Pistol Permit. Those permits can take upwards over over 12-18 months to get. In NY, you cannot purchase a handgun without a Pistol Permit. Once you have a permit, you get a coupon from the issuing county clerk for the purchase of the new handgun. Then you show that to your gun shop, who writes down the SN, Make, Model, and Caliber of the firearm. Then you have to go back to the county clerk to get your Pistol Permit amended with the new SN, Make, Model, and Caliber. You take that back to the gun shop and you are now able to pick up your handgun.

The County Clerk's Office records every single handgun and SN that is "registered" to you.

There's also a caveat. You cannot carry/transport/possess someone else's handgun unless it's listed on your Pistol Permit by SN, Make, Model, Caliber.

On top of that, the issuing Judge can put arbitrary "restrictions" on said Pistol Permit. My mother who has ZERO training got a NYS PP with no restrictions and no issues. My bother (same county), had to jump through a bunch of hoops and had to show "just cause" for "needing" a pistol permit. After a year, he finally got his permit. Much to his surprise, it has restrictions of "Hunting/Target" on it. Mind you, my brother is an Army Ranger and has other qualifications.

The sequence you conveyed of how to get handgun is not required in all counties. In my county I pre purchase coupons and if I see a gun I buy it. Then I take it to the clerk and have it added to my permit. The entire system is total BS and unconstitutional and if republicans tried to apply this to voting or any type of speech the left would go absolutely insane.
