All the evidence suggests that gun crime is not the problem but a symptom of a huge and well established drugs economy.

The government recently pledged to put £1.5m of seized assets back into areas worst affected by gun crime.

I'd like to know how you change a culture of failure and defeat when it doesn't want to be changed.

Guns are tools and are used for both good and bad, they are equalizers or intimidators.
BUT! It all rests in the hands of the person
controling it, and their make-up and mentality.
It is unfortunate when a person uses a "good tool" for the wrong reason, the gun itself
cannot determine which and who is right or
wrong, but unfortunately always bears the
blame.
The old adedge, "Don't blame the messenger!"
rings true.
The same warnings hold true for all other
common household items knives, hammmers and
bats.
Prosecute the user "NOT" the tool!

True indeed.  But what do you do after you come to that conclusion?
If you take the view that the problem is solvable, exactly how do you solve the problem?

Poverty isn't a cause of crime, most often it's just another outward sign of the same deep character flaws that lead to crime.

But you're right about greed - that IS one of the causes of crime. And so is irresponsibility, self-indulgence, envy, wrecklessness, laziness, pride and self-centeredness. And then there's the certain "cultural habits" that condone and celebrate such negative traits.

Mix all that up in a person with little self-control and you'll get poverty, crime and substance-abuse as the end results. And that feeds on itself.

The "root cause" of crime and poverty is in the person's [b]character[/b] - NOT their surroundings.
