Promotion is put on hold if there's an active investigation, some of Comrade Lieutenant's posts were openly derogatory regarding officials within his chain of command. All depends on whether his battalion or brigade commander was willing to push it.

Actually it was the Army National Guard Major General (the state adjutant general and commands the Tennessee National Guard) who that took care of that issue.
