Went out to the mailbox to find this.

I have no idea who or what MGM is.

The only packages I have coming are a few small items from China (via Aliexpress). I can't see how it would be one of those. Nothing has ever arrived postage due.

Should I pay the $1.69?

Probably a dvd or book. Some company did that to me once. They sent a dvd, and if I decided to keep it I had to pay such amount or send it back. It went in the trash, never heard back from them.

You recently bought something that is small, but too big to go via letter.

Seller is a cheap ass and wanted to save money, so put 2 stamps on it instead of sending first class parcel. Post office caught it and now is postage due.

Mail carrier here.

Probably a catalog, we occasionally get catalogues shipped as COD with a buck or so owed. You get a much higher level of tracking, delivery accountability and then you can populate a list of people who paid up for more targeted advertisements.

The bulk presorted mail catalogues like U-line and Staples for example, the people with notes "no junk mail/no penny saver please" don't want them so we Chuck em (some, not all) in the trash. They also don't get address forwarding.

With the COD catalogue the company gets address forwarding, plus we HAVE to deliver the notice or knock on your door and bring it right to you, where you can refuse or pay.
