My cousin and her friend were walking through time square NYC, the other night 10-11pm just when all the plays let out.

While walking my cousin friend feels discomfort on her back, upon inspection she finds, presumably some one has tossed a concoction on her back, which seems to be made up of a fine fiberglass powder and crushed red pepper (I did not see the stuff, that is her description) this causes major discomfort, they race back to their hotel room and she washes it off with cold water (very smart on her part). She also mentioned that while wiping off the power it seemed to “come back” a couple of times before it would wash off.

Friggin weird

I have no explanation; my only guess would be some sort of distribution test for a worse concoction.

The fiberglass created small cuts, which allowed the pepper to contact the abrasions and sting, I could totally see this method being used to spread anthrax or some other biological agent.
