Foreign currency reserves.  Every major central bank keeps a reserve of US dollars or SDRs (a basket of the 5 or 6 most widely exchanged and stable currencies) to back up its banking system and to facilitate trade.

I mean, do we pay for oil from Iraq in dollars or Dinars?
