Looks like he would have been nailed anyways. It's all in the timing.
March 2015: Menendez charged. April 2015: Preliminary hearings and discovery. February 2016: Preliminaries completed and scheduled for trial. March 2016: Plea deal with guilty plea on reduced number or level of charges. July 2016: Sentencing will be scheduled so he can be assessed. August 2016: Sentenced but given a later date to report. December 2016: Report to minimum-security facility for in-processing. January 2017: On Obama's way out the door, he grants a number of presidential pardons including Menendez.

I'd be more likely to believe that he made the criticisms regarding Iran to bolster his trial defense that he was being politically persecuted than to believe he didn't have it coming. The trouble is, there are a lot of SOBs that have it coming. The administration seems to be focusing on the ones that are an impediment to its power. I'm of mixed feelings about that. Most of those people are no friends of RKBA and justifiably deserve to fry. However, the current Admin consolidating power will not be a good thing for us either.
