I was there in 1977.....That had to be the most depressing, ugly, and backwards town I was ever in.

That was where I saw food stamps in use for the first time.

They had plenty of this going on too.

 Still two or three of those churches around the area. As the crow flies I am about only twenty miles from Harlan now. The preacher at one not to far from  my house was bitten and killed by a timber rattler not to long ago.

I asked my host while I was there why all those cars and trucks were in the river (Cumberland R. I guess) and he said folks would buy them and when they could not make payments just push them off the ridge and into the river and report then stolen.

He said unless you were a LEO you could not hardly get car insurance in Harlan.
