I agree.  The guy in the white shirt is at least 3/4 the way back from the curb and Gecko45 is straddling the curb, with the barrel almost parallel along the mall curb. I'm guessing that there is a yard of clearance.

More likely this is simulation for training purposes down south by the M.N. consulting branch.  The whiteshirt is a plainclothes Mall Ninja and appears to be either in the midst of launching a Hadouken (Street Fighter II), or else it's some Kata.

From the vents in the door, it just might be the exercise where they do a dynamic entry on the Men's Room and bust a perv.
