Interesting reading. It's refreshing to see someone at the top imply that it is proper at times for subordinates to disobey improper orders.
A true leader would have accepted responsibility for the actions of his subordinates no matter where he was at the time, however. Still, this is better than we see in 90% of the cases, where the PD stands behind the actions of its officers no matter how wrong they are.
