So a coworker brings in a cheap pocketknife and this is what it says on the blade.

China National Headquarters
USA

No brand. Just that.

I'll bet it was manufactured by a state owned company in China and assembled in the USA

Lots of pocket knives get shipped over as "kits" as well as other goods, requiring assembly in the US

It means what it says. Made in China for a company with headquarters in the USA. Like pretty much everything else.
