The whole thing is a shake down of the exploration process. The state sees a cash cow with a well running several millions of dollars to complete.
So in essence, every consumer of natural gas is paying this fee for state-produced gas. Guess what? There are gas pipelines going into PA. And gas will flow from areas that don't have this $10k fee tacked onto each well because drillers will go where it is cheaper to drill. |
