Why is Gallup's three day average so drastically different from Rasmussen's? Rasmussen has him at -10% approve/disapprove, and -18% strongly approve/disapprove. Eleven percentage points is a pretty huge difference.
Different questions, different demographic of respondees, different sample size, etc.
Different methodology. Rasmussen's -18% is achieved by subtracting the total percentage of people who STRONGLY disapprove from the percentage of people who STRONGLY approve.
If you burrow down the Rasmussen page you'll find the current TOTAL approval rating is about 43-44%. This isn't much off of what Gallup says. Probably well within each poll's margin of error.
As to the -10% approve/disapprove it looks like more people answered neutrally (or I don't know) to Gallup. There's 9% of respondents missing on the Gallup poll and only 2% missing on the Rasmussen poll.
