Does anyone know anyone in Palm Beach or Broward county that thy would recommend to pin and weld a brake?  Alternatively, I have access to a drill press and possibly a welder, is this something I could do on my own?

Adco has done a bunch of work for me including pin and weld.  I highly recommend them.  

Yes you can do it yourself if you can refinish the weld properly.  Just make sure that you are not in constructive possession during the process.  I recommend a pistol lower in the vicinity.

you can use 1100 degree silver solder and melt with a propane torch too
