It varies by the state and forest, call the local rangaer district or check the web page for "recreational shooting". There might be extra local restrictions (fire hazard) that won't be up to date online.

Close to me, Pike NF is pretty reasonable: be safe, minimum distance from buildings, and not across roads or water.
