A NYS resident can have a NYS-legal AR.  duh.

NYC residents cannot have the same rifle in NYC.  duh again.

Can the NYC resident leave a NYS-legal AR outside the city as long as its locked up?

Can a NYC resident get prosecuted in NYC for owning an NYS-legal but NYC-illegal AR in a summer home upstate, or left with a friend on LI, etc. ?

"Any resident of the city of New York acquiring a rifle or shotgun outside the city of New York shall within seventy-two hours after bringing such weapon into the city make application for a rifle and shotgun permit, if such person does not already possess such permit, and for a certificate of registration."  (so just don't bring it into the city?)

"It shall be unlawful for any person who is the lawful owner or lawful custodian of a weapon, as that term is defined in section 10-311, to store or otherwise place or leave such weapon in such a manner or under circumstances that it is out of his or her immediate possession or control, without having rendered such weapon inoperable by employing a safety locking device." (so it has to be locked no matter where it is if you are an NYC resident?)

Clue: The New York City Administrative Code is only enforceable within the City of NY. Take it from there!

Chapter 2 - BOUNDARIES OF THE CITY

§  2-201  The  city  of  New  York,  territory  thereof  and extent of
 jurisdiction and powers. All that territory within the  city  being  all
 that  territory  contained  within the boroughs of Manhattan, The Bronx,
 Brooklyn, Queens and Staten Island  as  hereafter  described,  shall  be
 known  as  "The City of New York"; and the boundaries, jurisdictions and
 powers of the city are for all  purposes  of  local  administration  and
 government  hereby  declared to be co-extensive with the territory above
 described.

Of course as always you need to talk to your personal attorney and not take advice from dummies over the Internet.

The answer is yes, and you don't even have to lock it up.

It is not a crime to possess firearms that are ilegal in NYC. The crime occurs if you store said firearms in NYC. When the NYC assault weapons ban was inacted, the city sent letters to all the registered AW owners informing them that they had to move the weapons out of NYC.

Opening that letter must of been like getting kicked in the balls..........twice.
