Wobblin Goblin, you are thinking of Lawrence Luckinbill (SP?). I think Alec Baldwin would be perfect on a couple of levels. And Piccolo, Walter Mathau is dead, but then again so will Saddam be in a year.

Don't know the guy's name, but if you compare a pic of his character in Star Trek 5 and Saddam all disheveled, you will see a near match. I mean an almost complete match. Check it out.
