There's an actor that's portrayed Saddam several times, including "The Big Lebowski". He's made a minor career of it, making apperances in six movies as Saddam. In real life he's a lobbyist in Sacramento.

I think Alec Baldwin would be perfect on a couple of levels.

Don't know the guy's name, but if you compare a pic of his character in Star Trek 5 and Saddam all disheveled, you will see a near match. I mean an almost complete match. Check it out.
