First person to identify it gets a free Bush-Cheney'04 bumper sticker.

You have to tell of its origin, and a bit about it.

That's a picture of taxman at work. He's really bored tonight and he's fixing to make a frankenbug out of dissected insect parts. That snail is the first unwitting victim in his evil plot. He dressed as a french man so as not to scare it off before he can snatch it.

That isn't a capture from Bill & Ted's Excellent adventure is it? I remember Napoleon wandering around modern times getting into mischeif, but I haven't seen it since I was a teenager.

Edited: oops, not fast enough.

It is a motion capture.

I will say that it is somewhere between a music video and a musical (various songs, same characters).

Another no.

Here's a clue...

The song is about a make-believe place where various world leaders live.

That's a big hint.

yeah its from The Fletcher Memorial Home, which was on the final cut:

'he Final Cut was supposed to be the soundtrack to The Wall movie but nstead, The Final Cut presents a gloomy vivid portrait of a morally crumbling post-WWII/Falklands War era England. The album is fixated on the second World War and what the personal and societal sacrifices of that conflict meant to Great Britain in 1982/1983. '
