That's a picture of taxman at work. He's really bored tonight and he's fixing to make a frankenbug out of dissected insect parts. That snail is the first unwitting victim in his evil plot. He dressed as a french man so as not to scare it off before he can snatch it.

That isn't a capture from Bill & Ted's Excellent adventure is it? I remember Napoleon wandering around modern times getting into mischeif, but I haven't seen it since I was a teenager.

yeah its from The Fletcher Memorial Home, which was on the final cut:
