If you are talking small arms ammunition (not including black powder), no license required.

And there won't be a federal ammo limit if we all stay involved in the political process ;)

Ah sounds like your talking about the "Brady Bill 2" after the anti-gunners got the Brady Bill through they got bold and went for the gusto with the "Brady Bill 2", a truly Draconian law reminisent of England well good thing for us the bill was voted down, among other things the law would have required you to get an "arsenal license" if you had over 1,000 rounds (read 1 or 2 boxes of .22's....) or more than 14 guns as i recall....  And conveniantly you would have had to pay a licensing fee with no cap on how high it could be, and I think it also required an NFA like background check complete with CLEO sighn off and all, as well as inspections....  Read the thing sometime gives you a pretty good idea of the goals of the anti-gunners, real Orwellian stuff if that thing would have passed it would have quite possibly been the American Revolution V2.0....

Thankfully no license needed......

I have a Dillon 550B and reload for .223.  My preferred method of reloading is to set up the 550B for a single caliber and load every empty case I have, then move on to the next caliber.  Last year I tackled .223, ended up with 5843 rds when it was all said and done.

Only took me 3 months off and on.  Every empty case was tumbled, then checked with a Dillon case gauge, trimmed if necessary, then reloaded,  Dillon case gauge checked, then tossed into a big ol' tub
