There are several kinds of ready made software for case tracking.  How would the detective sergeant not know about these cases?  How would the agency not know all the stats and clearance numbers?  The whole case tracking thing is a significant part of a detective's job.

Everything is all linked and tracked digitally now.  Makes it really hard to hide out.

Ithaca must be really something from the past.

Every agency in the county uses spillman.
When we went to the overall program, agencies decided which modules of the program to plug and play.
At the time, the decision was made to not buy that particular module. As a result of this incident, IPD made the decision to purchase the case tracking module and revise their case assignment and tracking procedures. Over a decade she had multiple supervisors and it was probably relatively easy for her to make some cases simply go away during supervisory transitions

Knowing her as I do, my money is on the suspects in those cases being of a demographic that she didn't want to make an arrest from

And yes, she runs a sex toys shop on the side. Perfectly legal.

She also sat on tons of community boards, so she's had her fair share of support from the community. Right now the agency suffers from a lack of support over a variety of issues, and they're having trouble recruiting and retaining staff

Permanent population of the county is around 100k. That doesn't include the student population of Cornell, Ithaca College and Tompkins Cortland Community College which,despite it's name, now recruits heavily from NYC because they over extended themselves in their transition from a commuter day community college to a residential college a decade ago. They built five residence halls and then discovered that local kids didn't want to pay to live in a dorm. So they import a bunch of NYC kids who bring NYC problems into the small village of Dryden where the school is located. The dorms are almost 100 % minority, and they recently hired a SJW president who doesn't care if the blacks pass classes, as long as the school gets that subsidized tuition money

If the school had stayed a day commuter college, which was it's basic charter since being created in the 60s, this issue they're having at TC3 wouldn't have happened.

I think that things are getting bad enough that local kids are looking elsewhere for two year schools

Had a similar situation at a major company I used to work for years ago where one employee would walk around all day basically do nothing and if other employees complain he would claim racism, if his manager criticized him, or gave him a bad write up he would get HR involved and claim racism. So naturally everyone looked the other way.

When we merged with another major company we had to undergo layoffs, management saw an opportunity and he was among the first to get laid off.  He got a lawyer and threatened to sue again claiming racism  so management yielded and created a new position for him as a security guard so he could walk around all day and do nothing.

This is what we get for having a society where diversity is mandated, where employers and employees are bound and gaged by political correctness and where token hires have become part of the price of doing business.

I have no doubt she will get the winning end of the stick, work place diversity bestows extraordinary power upon the diverse.

Mark center, a federal building in NoVa, is chock full of jobs program minority women. I was "lucky" enough to have an exec secretary assigned to me for admin type stuff....schedule my travel, file travel reimbursement vouchers, etc....nothing that required a heavy lift or an IQ over 90.

Travel was continually fucked up, reimbursements were taking 2 months instead of 10 days, etc... After speaking with her numerous times I went to her boss.  We spoke and she offered to assign another person to me. I'm not a big believer is pushing problems down the road and told her let's take corrective action with this person.  She got up from her office chair, walked to the office doorway and looked out into the cubicle farm where perhaps 50 or 60 black women were sitting. Almost everyone of them were doing their nails, gathered in groups talking, etc..basically anything other than actual work.

She looked at me and told me that every single woman out there had filed an EO racism complaint within 30 days of being hired.  That's done so that any corrective action taken against them can be met with "see I told you they is racist. They doing this because I'm black".  Takes about 2 years to fire one and every T must be crossed and I dotted. Normally they're promoted to get rid of them.

BTW the manger was herself a black woman, switched on and just about seethed with hatred for those women.

There is a ton of crime in Ithaca, including more than its share of violent crime. I know the police chief there, he’s pretty squared away and relatively new.

Just because case tracking software exists doesn't mean the PD will buy it or use it if they have it.

I wouldn't be surprised if the upper ranks knew she wasn't doing shit and were afraid to take any action against her.

Sounds to me like a new boss came in, realized that things were a mess and actually took action to fix things.

I would be curious to know the demographics of the cases she did "work" on.  I also want a demographic breakdown such as: Victim was white, perp was black.  Victim was black, perp was white.

I would predict a pattern of working cases that involved a black victim and other perp and ignoring the rest.

If the community doesn't scream for her termination then promote her to supreme overlord chief

I once knew a state employee, nickname Goldbrick.
Goldbrick finally got a warning letter IIRC.
Called in a advocate from NAACP or similar to fight for his rights to get taxpayer money for not working.
NAACP dude told him something along the lines of "I'd fire you if it were up to me, they're just trying to reform you and make you productive".
It restored my faith in the NAACP, back in the 1980s when I was starting to decide they were the black KKK.
