Anyone make something like this. My dad just bought an AR10 and is looking for one. He just wants to be able to adjust elevation  on the rear sight rather than front.

Armalite used to make detachable carry handles and A2 variants with drums calibrated for 308.

You may find one on the EE or various auction sites form time to time.

I'm not aware of anything with a side drum like an M14 though.

http://classicarmyshop.com/accessories/scope-mounts/ar-10-carry-handle-a245m.html is about it DPMS used to have one but are discontinued.

That seems to be an airsoft one. but you get the idea.

Plenty of companies offering A2 rear sights. Not just carry handles. Non folding, fixed units.

Rock River, LMT are the 2 i would consider.

Rock River offers a unit for specific for 7.62x51 / .308 in their LAR-8 line.

LINK - 1/2 Sight - Full Adjustable height & windage

LINK - Full Carry Handle (A-4 Style) for 7.62x51 AR-10

Both can be adjusted for elevation and windage at the rear without using any tools.

MBUS pro lets him adjust for range with rear.  doesnt go as far but goes far enough for most folks.

What... sights are on it now?

A2 style sights only adjust elevation on the front sight for zeroing.
