I can't remember, which (NRA or CMP) lets the rifles of the others rules compete? Which rifle rules take precidence basically

A match is either sanctioned by NRA or CMP. Not both. So the rulebook to be followed will be based on the organization sanctioning the match. The majority of matches that are held are NRA sanctioned.

You may be thinking of NRA rule 3.1(e) which allows CMP allowed rifles to compete as NRA service rifles. It doesn't really matter as the NRA rules allow so many different types of rifles to compete. Just grab a rifle and go shoot a match.

Yes, thats the rule I meant! Thanks, and I know NRA is more generous HOWEVER, CMP not NRA has the new rule about using 12'' railed forends that would allow me to build an SDM-R clone that'll be a legal A4 with a carry handle mounted

What final common sense are you referring to? That rule has been in the NRA rule book for quite some time.

It has not been in the CMP rulebook till this months recent release.

I find it to be a common sense ruling as rails don't add a advantage but are definitely apart of the current service rifle and service carbine.

Do you mean the CMP NRA rule or the handguard rule? There is no handguard rule in the NRA book....
