Asking for a friend building an accurized AR

If an AR was built and had all the EBR .....::other than standard capacity magazines......features but could only fire one shot at a time is it NY compliant

I think he likes the ergonomics of the platform and he has some parts laying around

It depends on what you mean by one shot at a time. Don't all semi-autos shoot one shot at a time? That being said, SAFE only is applicable to semi-auto rifles.

Remove the gas tube, install the gas block backwards, "bolt action" AR. Pretty simple. It can have all the ugly features you want, aside from normal mags.

I'd be worried about being arrested. I've seen people arrested on dumber alleged firearms violations
