Once the federal ban expires in September, can we build AR15 pistols here in New York State?

All one has to do is get a lower registered as a pistol... The ballistic finger printing issue... If I just get a lower and build it myself, how the heck does one handle that?

The pistol provisions of the Federal AWB that have been incorporated in NY law will remain in effect.  You must still meet the the weight limitation.

Section 265.00 Definitions.

22. "Assault weapon" means (a) a semiautomatic rifle that has an
ability to accept a detachable magazine and has at least two of the
following characteristics:

.................................

(c) a semiautomatic pistol that has an ability to accept a detachable
magazine and has at least two of the following characteristics:
 (i) an ammunition magazine that attaches to the pistol outside of the
pistol grip;
 (ii) a threaded barrel capable of accepting a barrel extender, flash
suppressor, forward handgrip, or silencer;
 (iii) a shroud that is attached to, or partially or completely
encircles, the barrel and that permits the shooter to hold the firearm
with the nontrigger hand without being burned;
 (iv) a manufactured weight of fifty ounces or more when the pistol is
unloaded;

The purpose was to make it virtually impossible to make an AR-15 type pistol.

Bushmaster has an AR-15 pistol that is currently legal in NY that weighs 46 oz.

You left out higher food, medical and utility costs then other areas of the country.  If you are young escape now as I don't see it getting any better.

Hell that's why I moved to Arizona.  I got fed up with the high property taxes, lame pistol permit rules, etc, etc.
