Is there an FFL that does gunsmithing/manufacturing in Nebraska?
If not where to send lower?

Uh... Why?  I don't think any manufacturer would touch it since it's be costly for them and/or they couldn't do it legally. Just finish it in your garage. I've done a few in my garage. Do you need the jig or router? I could lend you my jig.
