Assuming you have a smaller local police dept and you live in their jurisdiction, The chief of that dept can sign.

The County Sheriff can sign.

The local prosecuting attorney can sign.

A judge who tries felony cases in your jurisdiction can sign.

The head of the state police can sign.

The states Attorney General can sign.

As you move down this list of people, you may find it harder to actually get to them in order to ask about it.


I have no clue how friendly your locals will be to this. My local police department was useless. I was pretty surprised when my Democratic Sheriff signed my first one. He has since signed two more for me. You just don't know until you try.

In my case, I believe being able to walk in and say that I was a licensed collector went a long way towards getting my signatures. I had copies of my C&R license, drivers license, and CPL which I gave him.

Dress appropriately so as to make a good first impression. The best bet would be to try and schedule an appointment to see the person. When asked why you wish to see them, just say that you have some federal paperwork that requires their signature.

Yeah, the corp route is certainly easier on the front end of things. The personal transfer is better at the other end.

I came oh so close to forming a corp on my first gun. In fact, I had already talked with a CPA and told him to proceed with it. A few days later I called the Sheriff back on a whim and he agreed to sign. I got lucky in that the CPA hadn't moved on my corp yet.

As much as I like the personal transfer due to not having to file any kind of yearly paperwork to stay current, I wouldn't hesitate for a minute in forming a corp to get by a troublesome CLEO. So far I have been lucky.
