Now what about off something like Gunbroker. If I was to purchase an item from a fellow Hoosier (god I hate that word) would he then need to mail it to a FFL still?

No.  Person to person within state does not require FFL.

It wouldn't have to go through an FFL, but the seller may want the transaction to go through one.

For example, I currently have a lower on Gunbroker. I will sell it local to someone with an Indiana driver's license and carry permit. However, if they don't have a carry permit, then I want the transfer to be done through an FFL. That gives me some measure of protection against selling to a prohibited person.

Of course, I never would do that when dealing with established arfcom members.
