I have a NY resident looking to buy ammo FTF, I know in CT we are required to have ammo cert, pistol permit or hunting license (I'm selling rifle ammo).

He has all the NY state credentials to buy firearms/ammo, my question is do they have the CT credentials or are the NY ones suffiecient ?

If he can't purchase a gun in CT, he can't purchase ammo. That is my understanding.

If you cross into NY you can sell it to him. On our side of the border no, unless he has a CT permit or is exempt. It is pants on head retarded.

Drive across the NY border into NY and sell him/her the ammo there (assuming NY doesn't have some stupid rules on ammo sales like CT has). Otherwise for any "sale" of ammunition that takes place within CT's borders, the buyer is supposed to have one of the relevant CT issued permit or certificate to buy ammunition. Note the red/bold text in the statute below:

Sec. 29-38m. Sale of ammunition or ammunition magazine.

(a) For the purposes of this section and sections 29-38n to 29-38p, inclusive, “ammunition” means a loaded cartridge, consisting of a primed case, propellant or projectile, designed for use in any firearm, “firearm” has the meaning provided in section 53a-3, and “magazine” means any firearm magazine, belt, drum, feed strip or similar device that accepts ammunition.

(b) No person, firm or corporation shall sell ammunition or an ammunition magazine to any person under eighteen years of age.

(c) On and after October 1, 2013, no person, firm or corporation shall sell ammunition or an ammunition magazine to any person unless such person holds a valid permit to carry a pistol or revolver issued pursuant to subsection (b) of section 29-28, a valid permit to sell at retail a pistol or revolver issued pursuant to subsection (a) of section 29-28, a valid eligibility certificate for a pistol or revolver issued pursuant to section 29-36f or a valid long gun eligibility certificate issued pursuant to section 29-37p and presents to the transferor such permit or certificate, or unless such person holds a valid ammunition certificate issued pursuant to section 29-38n and presents to the transferor such certificate and such person's motor vehicle operator's license, passport or other valid form of identification issued by the federal government or a state or municipal government that contains such person's date of birth and photograph.

Thanks SB. Not really worth a 2 hour drive when I could sell to someone in state, not really sure on NY laws.

FWIW, NY law says anyone "engaged in the business of" selling ammo must have a license.
I doubt that applies to you, but who wants to get jammed-up for some BS

Yep, giving someone ammo is perfectly legal. Of course one should ensure they are not receiving anything of monetary value in return if they want to follow the stupid law.

The "Ethan's law" enacted bill (P.A. 19-5) doesn't mention ammunition at all. They basically changed a couple of words in existing storage statute and a couple of statutes that deal with the safe storage statute. Most who hailed the passage of that bill don't understand that nothing really changed other than raising the age from 16 to 18. It was mostly for optics so politicians and gun grabbers could claim they did something.

Private sales of ammo are legal in NYS.  With commercial sales, a pistol permit is required for handgun ammo.  So 9mm ammo for a rifle can be sold to anyone over 18 but 9mm ammo for a pistol requires a pistol permit.  So if they say its for a rifle then its ok.  If its for a caliber that is pistol only, like maybe .25 acp then it requires a permit.  Makes sense right just like the rest of NY's gun laws.
