Things are much much much more relaxed here from an enforcement perspective.  Very loosey-goosey and situational.  Up there, they'll prone you out in the mud for an hour trying to find something to get you on if you are detained for any reason while carrying of transporting.  There is no recourse.  No appealing.  And very little case law in your favor.

Sure you can carry pre ban hi caps up there, but you'll be swallowing a gallon of jizz and tasting some sweaty butthole to get that ability, let alone your permit in the first place.   In CT a lot of people just carry hi caps anyways and don't do stupid shit while doing so without fear.
