wolfpack.  even as a C&R ffl, they are not considered dealers as far as i understand it.  So they are not SUPPOSED to order items with the intention of selling.

However i think that it is mainly an issue of volume....as even C&R guys are going to privately sell off SOME of the stuff that they order.

You don't need an FFL to send out a gun to have it repaired/restored. You must send to an FFL then he can send it directly back to you.
