 I hope this is the right forum but I was giving it a try.  One of the guys on the EE has 14.5" Colt M4 barrel.  Does the Machine gun parts law make the mere possition of the bare barrel illegal.  The reason I ask was I was going to put a Phantom on it have it permanently attached before installing it on areciever.  
 While I'm on the topic for information only but is it illegeal to even posses an M-16 bolt carrier?

If you have an AR pistol, or stripped AR lower registered as a pistol, then you can have a 14.5" barrel.  If all you have is is a rifle or carbine AR lower, then having a 14.5" barrel is "constructive possession" of an illegal NFA device (SBR.)  That is on the federal level, as well as the state level.

It is not ilegal to have an M16 BC in your r ifle.

I have a 14.5” barrel on my M4gry (16” barrels are just not right for an M4).  Just make sure you permanently attach a muzzle device that makes it >16”.



One of my latest projects is putting together a AK-104 with a ~12" barrel.

Sometimes you get the bear, sometimes the bear gets you.

Never the less and not withstanding, it is legal to have a M-16 BC.
