Does anyone know if it is ok to use the 7.62 bullet for deer hunting in ohio?

It is not permitted.  Ohio is a shotgun, handgun, blackpowder only state.

If you were to find a sabot to go from 45 cal to 30 cal it would be leagle in a muzzel loader. However the only ones I have seen are 44 cal in a 50cal and 38cal in a 45cal.

You forgot the BEST way to take a deer in this state, archery!

As far as using a 7.62 rifle bullet saboted in a muzzle loader, I doubt you get the velocity required to get any expansion. That's why the sabots use handgun bullets.
