At a local gun shop there is a HK91 clone with Federal Arms stamped on the receiver.  Does anyone know anything about these rifles?

Federal Arms Corporation (FAC) sold receivers that were made of cast aluminum (made by Dan Coonan Industries). Federal Arms did not assemble any rifles, but they did carry and sell assembled rifles from Century Arms. About 18,000 aluminum receivers sold into the market.

Springfield Armory also used the FAC aluminum receiver for their SAR-8 (pic), and are considered the best of the aluminum receivered guns.
