my next major purchase, i would like it to be my first supressor.  what should i be doing first... shopping or getting the forms cleared?

Shop.  Decide what you want/need, look at options, buy, THEN submit forms.  And wait.

and i assume "buy" is then delivered to my FFL, where it sits and waits?

Depends.  Buy from your local stock Class III dealer and you can shave several months off the transfer time.  But it will sit at your dealer and wait until the ATF approves and it is legally yours; once approved, fill out a 4473 and take it home.
