I just bought some British surplus 223 steel core.  

What can I expect it to go through that regular surplus ammo will not?

How close is this to armor piercing?

It's not considered armor piercing.  It'll go through a steel helmet at a further didstance away than a regular 55 grain round because it will keep it's velocity longer.
