Sumo2000, You do not have to qualify as in number of hits on target but you do have to qualify with the FBI and any other law enforcement departments that might have your name on file!
Here's the deal,You take a gun safety class and that does include firing your weapon. No score taken or given, unless you miss the target 49/50 at 5 yards and in that case the instructors will be diving for cover. With all that done you take your certificate that shows you completed the class and did not kill anyone to where you get your driver's license, give them I think $115.00 and they will take your finger prints and picture. Then in about 6-10 weeks along comes your license. All that applies to what when and where you can carry will be covered in your safety class, at least it was in mine.
