Who has the cheapest .308 ammo? It is a new springfield 9102 model, but barrel say's HR 06/62. Is this a surplus barrel on my NEW gun??  
Also, is 7.62 x 54 ammo the same as .308? I have always been a .223 man and I am new to the big bores!

HR stands for Harrington and Richardson one time maker of GI parts.As long as it's a like new barrel don't worry.The more original GI parts you have the more valuable your rifle is,even if they are like new surplus parts.

The surplus GI barrel is actually desireable.  One of the biggest critisisms of the newer M1A's is that they use very little USGI parts - mostly their own cast reproductions as opposed to the drop forged GI parts.  You actually may have gotten lucky - I'm currently waiting for my first M1A from them as well, and I'd heard that they were out of GI barrels and were using their own.

didnt even realize it.  ordered several k a few months ago and figured the price still lived on.  that ohio deal is definetly the place to order from.
