Does anybody know where I can find information on date of manufacture for a specific serial number in the low 4500's?

I can tell you this:

Mak90 It stands for Modified AK 1990.
All MAK-90 marked AKs are post-ban. (in case you were wondering )
So the oldest it could be is 1990

I am not clear to your reply, what is "post-ban" on 1990-1994 production firearm? The AW crap was brought in to effect in Sept-'94. The 1989 ban was only a  ban of import of non-sporting suitable rifles, so they cut off the lugs, supply rifle with no threads and a thumbhole stock, only to declare the stock to still be pistol grip later. My MAK is prefixed '94, and bought in sept of 94 if I remember correctly.
