If it what it's claimed to be (ITT Gen. 3 AG MX-11769), I'd probably buy it for that price.
A lot of y'all would probably have a seizure if you saw some of the toasted, trashed, and burned up tubes I'll use on a regular basis, hahaha--I end up using a lot of units that we've "retired" from our demo and T&E fleet because the tubes are so trashed because under most circumstances I can still do the job I need to with them, and it don't bother me none. Which is not to say I recommend getting shitty tubes when you're shelling out good money for them, and especially not if you're going to be using them for any kind of duty use, but there's a time and a place for all things--and I'd rather let someone else use and be "wow"ed by our nice units while I rock the bottom of the barrel.
Point being, this thing'd be a good unit for a beginner to cut their teeth on, and once you've caught the bug for real, it'd make a fine loaner/beater unit to have around--a functional NV monocular is never bad to have around, even if you've got full dual systems, they're easy to hand off to another person and use hand-held, or just have around if you're camping or hiking or something and don't want to bother with the full helmet/head harness thing, and just want to take a quick glance, or move a short distance.
Given that a MIL-SPEC PVS-14 housing with optics is usually around $900-ish or so, I'd say it's not that terrible of a deal, and you can always have it re-tubed later if you find a deal on a tube, or, as I said, purchase it with the understanding/intent that it will probably end up being a second-string beater once you've learned the ropes a little bit and done most of the stupid, beginner things that we all do at low risk, before investing in a nice set of dual-tube, UF WP goggles.
