I am interested in building a Selective fire, short barreled M4; I want to know where can I get the registered lowers and make the transfer.

I am an LEO (Fed. Bureau Of Prisons) and in the military (MP), plus i live in FL, so is legel to own a Class III firearm where I live. Plus i know of a gun store near my place that is a Class 3 dealer, so they can receive the transfer legally.

Yep.
Lots of them bro.
A word of advice - make sure it is a Colt factory M16, not an SP1 conversion.
SP1 conversions have compatibility issues with other uppers, because of the front take down screw.
Don't worry though - if it says M16 on the side, it is an M16.

The whole i dea I have is to buy an M733 and perhaps convert it into an M933 (M733 with A3 upper) and maybe have an M4 upper. I am still debating wherever is a good idea; the thought of owning a Class III weapon, be either a Colt or an HK, has been dancing in my head ever since I got back from Iraq and now that I have an AR, I crave an M4A1 or a Colt Commando.

Can you blame me?

you ever consider a "drop in auto sear" or a "lightning link" ( for an AR )?

im not sure if you knew there are more than one option for a F.A. M4/m16 ..

in anycase good luck!
