TAP is the same as the Hornady XTP line in the pistol calibers, and offers the same performance as XTP, which IS NOT as good as it should be. XTP bullets are good, accurate bullets, but they dont perform well against barriers. For a carry load there are much better choices; look here:

XTP or TAP do not offer reduced penetration in the pistol loads. I'm pretty sure they wouldnt be considered "reduced velocity" either.
"Frontier" marked brass is made by Hornady, not some other company. I highly doubt they are getting pistol brass from an outside company.
