Yes, but you will have to add the correct 5 US made parts. hammer/trigger/sear, US pistol grip, and a muzzel brake/flashider. then after that go for it.

No US parts needed for him Woodie, he's in Deutschland (Germany). I don't pretend to know all the laws in Germany but I do know that for a while, they banned certain types of "evil" assault rifles, so I don't know what you'd need to do legally to convert the HADAR to "military" configuration, but it can be done.
