A friend of mine at the Sheriff's Dept. has an SKS that fires when chambering a round, and fires full auto. He asked me about it, but I don't know much about them. You guys have any ideas what may be the problem? I told him I would see if I could help him out.

Tell him to take the bolt apart and clean the sumbitch.  Dirt gets in the firing pin and will jam the firing pin forward making it do this.

Installing the firing pin upside down will make the retaining pin bind on the firing pin as well and won't allow it to move properly. It is grooved on one side to allow for the floating fit it needs after the retaining pin is driven in.

+1 to all that. When my chicom sks starts doubling I know it's time to strip the bolt down.

Important!!!

Is it a CHi-Com?

There was a product recall some years back (80's?).

May have been the Navy Arms guns but certain Chi-Com SKS suffered from the issue that you described.

Anybody have any info?
