You are correct. Before 09/86 ammuntion and reloading components could only be shipped to an FFL.
Now, only proof of age and a statement that there are no laws preventing the sale is all that is required |

usually, faxing in a copy of your driver's license/proof of age/residency works fine.

What agitates me, is that, being 18, I cannot order ammunition online at most places, and I mean rifle ammunition, specifically 7.62 x 39. Ever place is 21 or older, but I can buy it off the shelf. Makes no sense.
