On the rain pattern East German 4 mag pouch, what is the snap for on the single interior mag cell?
 To allow one to keep the main flap unstrapped, but keep the single mag from falling out?  Why the two snap options on the strap?

One is when you're carrying strippers in that cell, the other is for when you're carrying a magazine.

This is for the 5.45 pouch only.  Three magazines and three strippers were the standard load out with the strippers intended to replenish the RPK-74 gunner.

The 7.62 pouch just has four cells and the basis of issue was four magazines.
